Finance Departe  
The Finance Department provides financial services to the City Council, City Administrator, departments and agencies. The department manages day-to-day financial transactions including general accounting, accounts payable, accounts receivable, payroll, investments and risk management. The department is also responsible for producing yearly financial statements for the city, quarterly and annual financial statements for the Water & Light Department, coordinating the city's budget process, Capital Improvement Plan, Tax Increment Financing and Enterprise Zone credits.

The Government Finance Officers Association of the United State and Canada (GFOA) has awarded a Certificate of Excellence in Financial Reporting to the City of East Grand Forks, Minnesota for its Comprehensive Annual Financial Report for thirteen consecutive years. The Certificate of Achievement is a prestigious national award recognizing the conformance of state and local government reports.

In order to be awarded a Certificate of Achievement, a governmental unit must publish an easily readable and efficiently organized Comprehensive Annual Financial Report, whose contents conform to program standards. Such reports must satisfy both generally accepted accounting principles and applicable legal requirements.

Moody's Investor Service has assigner the City of East Grand Forks an A3 credit rating.
